Family says video raises questions after man is killed by DC police – NBC4 Washington

On Tuesday, a crowd of friends and family gathered to commemorate a son, brother and doting father of three who was shot and killed by DC police. The man’s family has reviewed bodycam footage and says it raises questions about the deadly shooting.

Calm and determined, Serena Hargraves described watching video of her brother, 31-year-old Kevin Hargraves-Shird, being fatally shot Saturday at Fort Slocum Park in northwest DC.

“I stand firm. I heard it very clearly. I saw it very clearly. No orders were given,” Hargraves said Tuesday. “He was shot in the back of the head.”

According to a D.C. police report, the officer who shot Hargraves-Shird was tracking a white Kia that left a shooting rampage on the 900 block of Longfellow Street about 4 p.m. It states that Kevin Hargraves-Shird was the driver, and that after the vehicle came to a stop at the intersection of Second Street and Madison Street NW, he and others ran away from the car.

The officer fired one shot from his service pistol, hitting Hargraves-Shird, authorities say. He was taken to a hospital with critical injuries and later died.

Authorities say Hargraves-Shird did not follow orders. His sister disputes this.

“There was no interaction or involvement at all from my brother and this officer. You will see this video. We demand it be released,” she said.

The police report obtained by News4 is eight lines long. Hargraves-Shird’s recorded offense is “carrying a gun by a person who has been convicted of a felony.”

Police have released an image of the 9mm pistol that they say was found at the scene.

At the vigil where lovers gathered to remember Hargraves-Shird, candles were lit and balloons were released in his memory.

Under DC regulations, city officials have until Friday to post the video to a public website and name the officer involved.

The Metropolitan Police Department said it will not comment further on the shooting until more details are known during the investigation.
