Senate Bill 1327, which is sponsored by Gov. Gavin Newsom, was introduced by Sen. Robert Hertzberg, D-Van Nuys, and Sen. Anthony Portantino, D-La Canada Flintridge. It went through the Senate on Tuesday and now goes to the Assembly.
